One third of Romanian companies that do international transport of goods will not withstand the coronavirus crisis
One third of the Romanian companies that transport goods internationally will not withstand the coronavirus crisis, and half of the remaining ones will leave Romania after the new rules of the European Mobility Package 1 enter into force, says the National Union of Road Carriers in Romania. For almost two months, road transport of goods and especially passenger transport has been suffering significant losses, but companies can resort to the solution of technical unemployment, said today, in an online debate, the lawyer Thomas Iordache. He also explained the procedure to follow for entering technical unemployment.
Thomas Iordache: In the following month, during the period in which the employee is sent into technical unemployment, as soon as the accounting situation ends, the employer is obliged to send to AJOFM an application requesting the indemnity, an application to which is attached the list of employees in technical unemployment, as well as a statement on his own responsibility that the company’s activity was affected by the state of emergency. Within 15 calendar days, the employer receives the gross allowance from the social security budget. Within three working days he is obliged to send the net salary to the employee’s account.
Romania, condemned by the ECHR due to dust pollution in Bucharest
Romania has been convicted in the European Court of Justice because of dust pollution in Bucharest. The court noted that the authorities have not fulfilled their obligations and that they have not taken measures to combat pollution, as our country undertook by the Treaty of Accession to the European Union. The European Commission has complained in court that the limit values for PM10 dust particle concentrations have been systematically exceeded in Bucharest, in the period 2007-2014, inclusive. The Court of Justice of the European Union did not set a fine that our country should pay for violating European law, but only asked the Romanian authorities to comply with this legal framework. The Minister of Environment, Costel Alexe, says that the responsibility for this condemnation of Romania lies with the Bucharest City Hall, because this is the authority that implements the management plans for air quality. He claims that the mayor’s office must speed up the measures, otherwise Romania could be sanctioned with fines of millions of euros.
Costel Alexe: The conviction of the European Court of Justice is motivated by the systematic and constant non-compliance by the Bucharest City Hall of the annual limit values for PM10 concentrations in Bucharest, but also by the lack of punctual intervention in days of increases, interventions that shorten the period time of PM10 exceedances in the air of the capital. No warning of ours was followed by immediate measures of the Bucharest City Hall to reduce the pollutant and shorten the time it was in the atmosphere in the exceeded concentration.
